Topic: Swedish char in filenames

How do I get the Swedish char. ö,ä,å to show up in the uploaded files, getting:
%F6 or ̈
Have tried with UTF-8, ISO-8859-1, ISO-8859-2 and windows-1252

no luck:-(

Ideas?
